On April 28, 1966, Daly was born in Carmichael, California. His father, Jim Daly, is an industrial plant construction worker, while his mother, Lou Daly, is a homemaker.

During his early years, his middle-class family traveled frequently, living in small towns across the southern states. His father worked night shifts frequently and had to travel long miles between work and home.

John D. Daly was a well-known banker and property developer. He was involved with at least two Oregon banks, the First National Bank in Ontario and the First National Bank in Burns, and he helped to form the Idaho Trust and Savings Bank and the Pacific National Bank (First Security Bank) in Boise.

The Daly Addition was named after John D. Daly, who lived on the western limit of the Harrison Boulevard Historic District.
